Before the AquaFil Project, territories of the Val d’Adour (France) and the Attert Basin (Luxembourg) had already shared a common experience of cooperation from 1997 to 1999.

They developed together, through the Leader II European Programme, a series of actions related to water issues. This cooperation led, in particular, to the design and fabrication of a common environmental pedagogy tool: The “malle pédag'eau” (pedagogical package on water). This pedagogical package was disseminated to associations and schools in Val d’Adour and in the Attert Basin.

Because of the success of this collaboration, several participants from these territories wished to continue this transnational partnership, while retaining the theme of sustainable management of water resources. Thanks to the AquaFil Project, not only was this partnership perpetuated, but it was also enlarged to two new territories from Eastern Europe: The Municipality of Sliven (Bulgaria) and the Municipality of Alba Iulia (Romania).
